Just wondering if we can devote our Divine Mercy prayer today/tonight for the soul of the man gunned down on Facebook. Not being in America, I find the gun-related violence in that country crazy. He was a 74 yo grandfather.

The verses from Psalm 65 that you cited are used for the First Antiphon for Pascha/Easter, every day during Paschaltide (up to and including the Wednesday before the Ascension) and every Sunday of the year.
Exceptions: 1) if a major feast with its own proper antiphons falls on Sunday and 2) during the Great Fast – Psalm 102 replaces it.
